The Ministry of Environmental Protection of South Korea issued the "Proposal on Adjusting Packaging Materials and Design Specifications" in April 2019. Packaging materials include 9 kinds of raw materials such as plastic bottles: paper, glass bottles, iron drums, aluminum bottles,Cosmetic plastic bottle, Plastic bottles, composite materials, single-material or mixed-material containers, the level of recyclability has been adjusted.
The proposal was formulated with full consideration of the construction of recycling infrastructure in South Korea and China, and was formulated based on the core concept of ease of reuse from the beginning of the manufacturing process of packaging products. In addition, it will expand and encourage the masses to actively separate the logos on glass bottles from plastic bottles, and reduce the adhesive of waste bottle logos in stages.
In this amendment, the recycling levels of 9 packaging materials have been improved from level 1 to level 3 to optimized, excellent, average, and poor 4 levels, and the original level 1 is converted into optimized and excellent, combined with levels 2 to 3 It was a difference and raised the general level.
Whether the glass bottle is completely transparent and whether the logo can be easily separated becomes the basis for judging the level of recycling. In order to make the waste plastic bottles easy to recycle, the first choice is to apply the logo that is easy for customers to detach, and the second is to use the material that can easily separate the logo with tap water. The total area of ​​the adhesive used to bond the logo and the bottle must be minimized.
The first level is: customers can separate out all the signs at will;
The second level is: according to the entire cleaning process, the marker and the block can be separated (the ratio is less than 1, so that the marker can float on the river surface).
The wrinkled label for domestic water bottles accounts for less than 20% of the total area of ​​the label, and the paper sticker label accounts for less than 60% of the total bottle area (European standards are based on the bottle size 50~70%, and the United States requires less than 60% of the total label area. ).

The Ministry of Environmental Protection will give an "optimization" level to the label that does not apply adhesive and can be separated immediately at sea (the ratio is less than 1 non-capacity barrier), and plans to pay rewards (incentives). In addition, in 2019, the plan will sign business process agreements with relevant industries to expand the proportion of the total number of plastic bottles judged by the best grade.
In addition, the use of non-recyclable colored waste bottles and general adhesive labels will normally be changed in the third quarter of the "Resource Recycling Law" (estimated to be implemented on 19.12.25) and prohibit the application. Therefore, starting from 2020, waste bottles caused by beverages and beverage bottles have been changed from colored plates to no colors, and the labeling adhesive needs to be replaced with non-capacity barrier or thermally alkaline protective glue.
However, because wine is not suitable for bottles without color, it can be changed to a glass bottle or a metal material bottle, but the actual plan such as the change time point needs to be clarified after scientific research, and a business process agreement with the industry will be signed in the third quarter of 2019.
In the future, the responsibility of rating assessment will be based on the assessment level, and the diversified apportionment of the operator’s obligation to broaden the rules and regulations (EPR) will be shared.
